My
Basic Cable costs more than my friend’s. Why?
Tiered levels of service are offered to meet varied
customers interests and budgets. Service tiers are 1)
Basic, 2) Expanded Basic (aka Standard), 3) Digital
Classic, and 4) an array of Digital with Premium Channel
packages combinations. A Basic Service subscription
is required to receive other levels of service.
Why
do different regions have different rates?
Different rates apply in different regions based on
marketing conditions. Programming costs, new technology,
and operating costs are the three basic drivers of rate
increases. Some popular networks have increased charges
to the cable company by as much as 20%.

MY BILL
I
was charged a late payment fee. Who can I talk to this
type of bill error?

When
is a late fee charged to my account?
A late fee is assessed when the amount of the balance
that is past due is not received within the first 15
days of the original due date.
What
are ‘franchise fees’?
The Cable Act allows local governments to collect "franchise
fees" on the sale of "cable services."
The amount of the franchise fee is set by the local
government or by state law. In Connecticut franchise
fees underwrite Community Access as deemed reasonable
within each community. These are mandated services and
the fees are contractual for the period of the franchise
agreement.
What
is the ‘Gross Earning Tax’? This amount
appears to increase a penny at a time.
Cable Television is considered a utility in the State
of Connecticut. Gross Earnings is a utility tax. It
is 5.25 % of a customer’s monthly bill. A compliance
review in early 2004 altered customer bills $0.01 or
$0.02.
What
is the calculation method to pro-rate fees?
The monthly rate is divided by the days in the month,
then multiplied by the days of service. Partial days
are counted as service days.
What
is HDTV fee?
The "Equipment Rental Fee -
Digital Receiver with High-Definition Television (HDTV)
capability $6.95". HDTV broadcast feeds are included
in Basic Service. To receive HDTV feeds provided by
the Company, HDTV capable television set (not provided
by the company), and a HDTV compatible digital receiver
are required. In addition, to receive premium HDTV feeds,
subscription to premium service and Digital Classic
or Digital Plus is required.
I
am over sixty-five and on a fixed income. Can I get
a Senior Discount?
The discount available to cable subscribers requires
that you be over 65 and eligible for a low income energy
assistance program. When you request the discount, the
cable company will send a form asking you to verify
your eligibility. This is a Forums

A qualifying Senior is eligible for a
discount of 10% off the Basic Service portion of their
cable Bill which is approx. $12.00 annually. If the
discount is applied your bill will show either the Basic
or Standard w/senior citizen discount. Fee caption however
the amount of the discount is identical.
