Cable Facts and Terms

These terms are defined in the context of the South Central CT Franchise Agreement. For additional terms or a broader definition refer to the Additional Glossary References.

Advisory Council: A non-profit panel of advisors appointed from service are towns in accordance with applicable statutes [Advisory Council: Conn. Gen. Stat. § 16-331(c)(3)]

Alliance For Community Media (ACM): A nonprofit, national membership organization founded in 1976, the Alliance represents over 1,000 Public, Educational and Governmental (PEG) access organizations and community media centers throughout the country. 7TownTV is an umbrella member organization for all P.E.G. in the franchise excluding Wallingford Government TV. Membership benefits flow to theses organizations and their producers.

Customer Service and Billing Complaints: Prompt resolution for billing complaints is receiving an initial response within three (3) days. If requested, a written response will be sent within fifteen (15) days of the complaint. Please note that the cable company dispute policy expects complaints to be registered within 45 days of billing date.

Dept. of Public Utilities (DPUC): The regulatory agency of the State of Connecticut with oversight responsibility for the Franchise process.

Franchise Area: The geographical boundaries of are the towns of Branford, East Haven, Guilford, Madison, North Branford, North Haven and Wallingford.

Franchise Duration: October 1, 2003 to September 30, 2013.

PROGRAMMING
Required from the cable Provider: Diverse programming with a minimum of 90 video programming services.
As of renewal the cable provider made 150 video programming services available with 67 video services in analog.

PUBLIC, EDUCATIONAL AND GOVERNMENTAL ACCESS:
YOU & COMCAST

Scheduling a service: Available choices must be morning or afternoon including Saturdays.

Senior Citizen/Disabled Discount: Up to ten percent (10%) off of the residential Basic Service rate to those customers who meet the requirements as set forth in the Franchisee's tariffs.

Services*: Disconnection, installation, or relocation of service of cable TV.

* Broadband or Internet Services are outside the statutory scope of the Council, however, we support all Customer inquiries sent to our attention and attempt to keep abreast of the ‘citizen’ role in all technologies in which Cable Company’s are engage.


Service Interruptions: a duration of at least (4) continuous hours to at least ten percent (10%) of the total number of subscribers during the period from 7:00 a.m. to 11:00 p.m. Absent extraordinary circumstances, restore interrupted service within twenty four (24) hours from the time of interruption.

Special Equipment:

  • closed caption devices for hearing impaired subscribers at cost and at no installation charge
  • parental control devices to subscribers upon request at cost or per regulated rate
  • a remote control unit at no charge to qualified physically disabled customers.
  • CRIS Radio service for the visually impaired
