CACSCC members will participate on committees to fulfill the Plan adopted at the July 2003 Meeting: The cable system-wide upgrade was required to be completed by December 2004. This date was adopted as a reasonable target date for transition compliance.

1. finalize a 5 year plan and 10 year outlook document for CACSCC

2. develop assets for 7TownTV.org including Common Customer Questions & Answers

3. develop a ‘media in education action plan’ for effective use of cable and public access resources (Example)

4. participate in operations & management support activities for Community Access

5. recognize citizens involved in Sustaining Community Access

The Community Needs Assessment (2002) identified weakness in the Branford System P.E.G. Model. Some were not resolved with franchise outcomes:

  1. lack of consensus among the seven towns on how Community Access should be handled
  2. inadequate financial reporting
  3. desire for expanded services without a solid organizational infrastructure

Also, the elimination of the Cable Company run Community Access Facility (TV21) increased compliance requirements for the established Town Community Access Operations. These requirements focused on operating hours and overall readiness to support the communities expected sevice levels.

Full compliance necessitates action on these deliverables:

  • Community non-profit Board Training and Development/reources
  • identification of Shared Services Options: Partnering, Merging or Policy Changes
  • Financial Reporting Guidelines
  • Recommendations for Bylaw and Community Access Policy Updates

Committees in brief Overview 2005-06

From the Franchise Agreement: The DPUC encouraged town-specific groups to 1) take up AT&T's commitment to provide ongoing managerial and technical support as AT&T personnel have significant resources and experience in such matters and 2) revisit their rules and regulations to ensure compliance with state law and regulations.

Public Access is a 25 year old experiment in democracy. The Branford and Hartford Cable Systems are unique in the provision of town-specific cable casting. Connecticut is also unique in the requirement of Public Access in every franchise. With 21 channels (3 per town) our franchise has unprecedented Community Access narrowcasting capacity.
