Finding that 1. the technology solution purchased by the company (without a detailed review of functional requirements) does not provide an option for secured access by local PEG staff/program schedulers which will limit cablecast selections for a given town to a town designee, policy is required to establish clear roles & responsibilitites in use of the intertown technology. believe the public hearings and advances in communication technology inform
the policy to be drafted. Is it possible for Producers to have one stop shopping? Maybe yes maybe no. I believe we need to be able to establish that options for one stop were considered and provide a Q&A on status of decisions.
We are 7 towns and there are seven days in the week. Does this give us an option to have one or two hours of designated shared time for producers because
that is what they asked for 24/7. 1 or 2 hours once a week is a major difference in from Channel 21 but at least it gives producers opportunities.
Policy would be related to how they get access to the opportunity - like always
thru their Home Channel, technical quality can be a consideration given this is
extraordinary cablecasting, eligibility within a 3 month period is once, twice??
as made to address the customer concerns in the public hearings.

I think we can also designate a bicycling hour or 2 like from 2am-4am to
cablecast items that we want the other channels to download for local use based
on an producer release process. Again we have 7 days - 7 towns.

If I had been invited to the meeting this would have been shared. The ideas
were briefly mentioned in the general monthly meetings.

We need to make it simpler not more complex. In my opinion, the producer should
be dealing with one station based on a global policy

Until such time as secured access and training becomes available from the company, the proposed use of the Router is:
• adoption of presets for cablecast sources, routing configurations and schedules.

Given there are seven towns and seven days per week the presets are proposed as Sun-Sat.with towns 1-7 assigned alphabetically.

In August 2004, CACSCC presented the company with a list of open items for identification of next steps or closure. On that list Intertown cablecasting was linked to items 6, 8 and 9 recapped below:

  • Direct Access to Router Technology by the coordinator and/or trained Community Assess Station Staff
    RESPONSE: See Video Commander reponse below.
  • proper calibration of outbound signal of Community Access Channels 18-19-20 esp. Wallingford GTV.
    RESPONSE: J.B spoke with Mr. Scott Hanley of Wallingford GTV and he indicated that he had discussions in June with our Headend staff, and that the signal has improved since those
    discussions. This was completed at no cost to WGTV
    STATUS: Stations with concerns should call J.B. to coordinate a technical site visit
  • Video-commander Training or Public Access Station representatives (at no cost to CACSCC or Stations)
    RESPONSE in Brief: Company suggests their is a lack of consensus and communication on this topic.It is the desire of Comcast that the PEG's reach a consensus on management cooperation and operational responsibility, along with an approved written policy establishing standards and procedures. Comcast voluntarily committed to provide and install software that will enable the interconnection of at least one of the three town-specific channels to allow for multi-town reception of specific programming originating from the town-specific sites. It is Comcast's desire to fulfill this commitment, however, all parties must reach a consensus on operating policies and procedures.
